Under California law, is it illegal to build a private room in the backyard of your house?

No water but with electricity. I am not renting it out or anything. I would just like to build a little recording studio for myself away from the house and neighbors. Where I can bang on my drums and make as much noise as possible. It’s pretty much like a backyard shed with electricity. Would I need to attain a permit? can I just do it? I’ve been googling it for hours with no avail.

You need a permit to build a shed or any kind of room. And if you have electricity back there then the wiring etc. and everything has to be inspected too to be sure it’s safe. You can do your own electrical work but it must comply with the NEC (national electrical code).
